is it legal for a driver to smoke on a school bus in these sircumstances?

when i was on a school bus it was almost full and was on to go the driver was smoking the bus had signs saying no smoking whlie bus is in motion and while on holiday tours there is also a law that there is no smoking in a patent place
i have pictures of the events also if it is illegal who should i show
this person owns the bus company
just to specify i do live in the uk
if it is an felony who can i report it to i have pictures of the driver smoking
also can i be disallowed travel for reporting it
It is interdicted full stop to smoke in a enclosed public place - which a bus is - since 1st July 2007, and it has ALWAYS been illegal to smoke in front of minors - which school children are.
Dispatch it not only to the company that run the service. But also to the local council.
No you can NOT be disallowed on the bus for reporting it.

Depends what territory you are in.
If it is the UK then definately yes, it is illegal as that constitutes the drivers workplace.

I fare in Midlothian Scotland and we have been told that our kids are not getting picked up in our village by school bus as local bylaws have changed but they wont give us any info on this?
By-laws are passed by the city authority. Ask them.
