Classroom Discipline: Challenges for Chinese Policymakers
Editorial writer’s note: This post is a work in progress. At time of publishing, we were unable to include feedback from a loads of sources. We are also waiting to see how forthcoming policy directives may address some of the issues related to corporal punishment.
Consideration being banned by Chinese law, incidents of corporal punishment continue to be reported. In 2004, China Daily reported that 60% of Chinese children had been subjected to some accumulate of excessive classroom discipline. This country faces various challenges to reduce these incidents from occurring.
In many cases, notably in less developed areas of China, parents do not equate disciplinary measures towards their children as abuse. Teachers are on the whole feared and revered, and enjoy a level of authority that is rarely challenged.
Teachers are under immense pressure, with heavy classes, a need to ensure good grade averages for the reputation of the school, and an education system that demands a certain shape of teaching. This style of teaching, in turn, generally fails to engage students in a meaningful way, creating a ready environment for distraction and misbehaviour - resulting in disciplinary action being required.
The Chengdu Business Daily reported in April that a higher- ranking class supervisor named Ms. Yuan in Luzhou’s Shaomin Vocational School ordered an entire domain of students to kneel down for a prolonged period after a student refused a teacher’s request to stop playing with her whisker.
Students told the reporter that aside from physical pain, they had also suffered psychologically, and found the teacher’s punishment unequal to the indiscretion. The supervisor defended her actions, saying she was simply trying to reinforce awareness of their parents’ earnestly work, and that they should, accordingly, be attentive and studious. We were unable to source parents’ views on the matter.

Caning is not life-and-death as a disciplining tool.
In my country (the Netherlands) it is forbidden for teachers to cane or otherwise hit the children. International surveys have ranked our school system in the life top ten for years, while the American system is not in the top hundred. (I will check this in a moment and update the answer - UPDATE: Some American schools are top, others bottom. The variaton seems to be larger than in other countries, although spending is the subordinate highest in the world).
People from the Netherlands also rank among the luckiest people on earth, also the top ten zone. And crime records here are also much lower than in the US.
Caning is only ineluctable when the school system or education system is unfit for the needs of the children.

the Netherlands score place 5 and 11 on mathematics and reading; the US score a 35th position on mathematics, well below customary and below Azerbaijan and Russia; no score on reading. (all figures for kids 15 year old, 2007)

Also I never recall women teachers having any problem with discipline when I was at school and in fact at secondary level they could deal with the boys' demeanour in a far more intelligent way than many of the men.
Women also virtually ran the country during the war when many male teachers enlisted - and there were genuine behaviour problems then but they dealt with them (I wasn't around then but I have been told of it!).

Why do we contemplate men are the answer here...? What about equality...Are you saying its ok to teach young boys that men are more deserving of respect than women...This is the attitude of so many people already without re-inforcing it a rudimentary school...Also, what about the little girls, do they not require role models too?? (I am speaking as a 'child' of a single mother, with two brothers..Who never had behavioural problems as e issue)

I judge devise the teachers...women and men post WW2 dealt with discipline with physical punishment and intimidation...I dont think thats a right era for reference either really.
If we could accept problems for what they are, instead of alwas trying to find another reason then we may progress...I'd say bad behaviour in schools was down to over crowding, and e numbers, in proficient parents and law suits..preventing teachers discipling how they'd chose ( i dont mean hitting!)in case they get done for some manner of mental, emotional abuse...Standing in the corner never hurt me!!!

After that epoch the belt was banned by the PC Brigade because it hurt bad-boys. I feel sorry for the teachers of today , as they have nothing to fall back on to determine discipline in bearing. Children haven't changed throughout this time , some will stretch their teachers to breaking point because they well know that they cannot be touched. Parents have 'abdicated' their obligation today. Kids turn into 'neds' very soon if they are not checked.
I was never postulated the belt.
I was hit with a ruler on my hand for punishment.
