Almost all British schools require pupils to wear uniforms, although further education colleges (for age 16+) do not usually have a regimentals.
Typical British secondary school uniform often, but not exclusively, consists of:
School blazer with school crest or logo
Plain chaste shirt, which is tucked in at the waist and has its top button done up
School tie
Black, navy, grey, or maroon trousers or skirt (sometimes shorts will be allowed in Pinnacle Schools).
Grey or black socks (boys)
White socks or black or skin-coloured tights or with-up stockings (girls)
Plain black shoes (trainers may be allowed in the summer).
Black or navy or mature or school color v-neck pullover, or black pullover with the school crest or logo
Outer clothing of a sober style

My son (9) wears:
Shorts - foggy - he can wear long trousers from year 5
Long grey socks
shirt - white short or elongated sleeves
tie - purple and silver stripes
jumper - purple v neck with school crest
plain black shoes - no trainers
My daughter (4) wears:
Pinafore - gloomy
Blouse - white short or long sleeves
tie - purple and silver stripes
grey tights or virginal socks
jumper/cardigan - purple v neck with school crest
plain black shoes - no trainers
(purple pass muster summer dress is optional)
They both have purple blazers with school logo which is worn on special occasions ie trips or church but otherwise embargo coats are worn.
The school also supply the following in purple with the school logo:
PE Tops
Hats
Scarves and gloves
Hard-cover bags
PE Bags
Cagoules
Backpacks
Sun hats

It wouldn't be undistinguished for boys to wear shorts at secondary school. Usually they would wear trousers, it's not hot enough to need to wear shorts, and only a 'geek' or a seldom boy would wear them. But no, they wouldn't need to wear long socks. In fact, that would be even more geeky!

I always made sure that my boys wore the cancel school uniform and so had no problems in that regard.
The school's identical code is to ensure that children are not bullied due to their clothing. It is not to make them clones or drones, but to level the playing line in the cruel world of the school playground. It is also to foster a sense of pride in the school community - we all dress the same because we are part of the same school and we look out for each other.
Some schools take this to extremes, but when parents are acknowledged fair warning there is no reason to complain.
However, in the case of the news article above I agree that the shoes in the picture do not gap the rules as stated, unless there was a clause that was not reported. I also agree that it was dreadful for a 12 year old boy to be sent accommodation to an empty house.

..Summer!
I always look express to taking my Grandsons to buy their school uniforms before they go back to school in September but my daughter-in-law tells me that she has already bought it for them - to save money!!!!
I can't believe that school uniforms are already on sale and can't imagine that she can buy them now not knowing how the the boys might grow over the Summer.
I always bought my boys their back to school uniforms in August and that was when they went on sale anyhow not before the schools had even broken up!
What do others think of this convention?
Joan it isn't that atypical.Just look at seasonal items for example.Summer won't be halfway through and you just can't find summer basics like swimsuits or sandals, spray pools or rakess.However you will be able to find heavy sweaters and snow suits and snow shovels .The garden focal point of one of our local supermarkets is closing in a couple of weeks.You will notice very few stores allow shelves to sit empty.No sooner are Thanksgiving items off the shelf than the place is filled with Hallowe'en items.Don't blink twice because the day after Oct.31 and it is Christmas items. Business market to captivate customers before their competitors.School uniforms are no exception.Thebottom line is sell,sell sell.
